Yup, that is definitely spam of chat. Showing evidence of mic spam is harder, but spamming in any way is against rules regardless. This is why murder is the more unreliable of the Gmod servers without admins, due to its popularity in comparison to TTT. If my internet wasn't terrible, I would see if I could do something. Though, the admins who get on murder more would probably be better choices than I.

Scratch that, I'm going to take a look at logs and verify that I got the right steamid..

Yep got the steamid, the user was just on under the name "Picklenator" (STEAM_0:1:123330000) is banned.
